What is Lead-Based Paint and where is it found?
Lead Based Paint means paint or other surface coatings that contain lead equal to or in excess of 1.0 milligram per square centimeter or 0.5 percent by weight. (Lead-Based Paint Disclosure Rules 24 CFR Subtitle A)
Until 1978, lead-based paint was widely used in housing across the U.S. The U.S. Department of Housing and Urban Development (HUD) states, "Fully 90 percent of privately owned units built before 1940, 80 percent of units built between 1940 and 1959, and 62 percent of units built between 1960 and 1979 contain some lead-based paint." (HUD Guidelines, 1-6).
What is Lead PRE?
The Lead-Based Paint Pre-Renovation Education Rule (Lead PRE) is a Federal regulation that aims to reduce the potential for and incidences of lead poisoning due to generation of lead-based paint dust and chips during maintenance and/or renovation activities.
What does Lead PRE require?
It's simple!
- Distribute the pamphlet Protect Your Family From Lead in the Home to the owners and occupants before starting renovation work.
- Obtain confirmation of receipt of pamphlet from owner and occupants or a certificate of mailing from the post office.
- For work in common areas of multi family housing, distribute renovation notices to tenants.
- Retain records for THREE years.
